The National Alliance on Mental Illness New Hampshire (NAMI NH) is a statewide, grassroots non-profit comprised of a network of affiliate chapters and support groups, staff, and volunteers that provide information, education, and support to all families and communities affected by mental illness. NAMI NH’s public policy work includes advocacy for health insurance coverage and access to comprehensive, integrated health care and community-based supports without discrimination or stigma for all who are affected by mental illness. Job Summary

The Director of Public Policy is responsible for identifying and advocating for legislative priorities and advancing those priorities at the state and federal levels. This will be accomplished by developing an advocacy network to support those priorities and working to ensure that the agency's strategic plan is coordinated and aligned with its well-respected existing advocacy efforts so that the two bolster and amplify one another. The Director of Public Policy will engage staff and volunteer leaders from across the organization to advance the identified policy priorities. This new position has been created to enhance and advance NAMI NH's overall public policy, advocacy, and government relations agenda.

Job Duties and Responsibilities

Administrative

  • In conjunction with the Executive Director and the Public Policy Committee, identify, lead, and advance legislative and administrative priorities, ensuring alignment with NAMI NH's mission and organizational priorities.
  • Represent NAMI NH at policy-related workgroups and coalitions, public and agency meetings, legislative hearings, local town/city/community meetings, and other forums as necessary to promote NAMI NH's mission and public policy agenda.
  • Engage with local, state, and national elected officials, agency decision-makers, and other stakeholders on issues pertaining to suicide prevention/postvention and mental illness.
  • Conduct research on policy and legislative approaches; draft testimony, bills, and legislative text; and vet new proposals with policymakers, agency coalition partners, and others as necessary.
  • Develop content for communications (legislative fact sheets, web, and social media content, bill testimony, newsletters, blogs) that support and enhance NAMI NH's policy goals and strategy.
  • Identify, partner, and coordinate with other public-private sector coalitions to advance NAMI NH's public policy and government relations priorities.
  • Maintain expertise, staying informed about key advocacy issues, and advancing NAMI NH's position as a thought leader on mental illness and suicide prevention/postvention.
  • Contribute to organization-wide activities and initiatives, including professional development, tracking compliance with lobbying regulations, and conducting training (e.g., lobbying).
  • Participate in and support equity, diversity, and inclusion work and initiatives.
  • Attend various NAMI NH functions and handle other projects/duties as assigned.

Community

  • Recruit and supervise public policy and advocacy interns and provide guidance to volunteers on initiatives that support our advocacy goals and priorities.
  • In conjunction with other NAMI NH staff, identify and develop volunteers, especially those with lived experience, to ensure robust engagement in policy efforts.
  • Provide training and guidance to grassroots volunteers, tracking outcomes as defined in NAMI NH's strategic plan and public policy agenda.
  • Establish and maintain relationships with NAMI NH staff and volunteers, individuals with lived experience, and their families, agencies, and other partners in a productive and considerate manner.

Physical and Travel

  • Performance of these duties may require the ability to stand for long periods of time at hearings and the ability to listen and respond verbally.
  • Reliable transportation is required. The NAMI NH office offers free parking three (3) blocks from the State House.
  • Occasional travel may be necessary.
  • Working some evenings and weekends may be necessary, especially during the legislative session (January-June).

Community

  • Establish and maintain relationships with NAMI NH staff and volunteers, individuals with lived experience, and their families, agencies, and other partners in a productive and considerate manner.
  • Strong knowledge of inner workings of federal and/or state government, policymaking, and budgetary processes, including key legislative committees, legislators, and staff; Executive Office and line agencies and key staff; major coalition partners, and influential industry players.

Familiarity with the current US and New Hampshire political and policy context.

Minimum Qualifications

Education and Experience

  • Master's degree is preferred in public policy, economics, law, science, political science, or a related field. Although a Master's degree is preferred, those with 8 years or more demonstrated experience in the field are encouraged to apply.
  • A minimum of 5-8 years of experience working on federal/state legislation, policy, and programs.
  • Excellent communication advocacy skills, both written and oral, research and analytical skills, and the ability to articulate policy issues effectively to various audiences.
  • Understanding systems related to mental illness, suicide prevention, and co-occurring mental and substance misuse disorders is preferred.
  • Strong knowledge of inner workings of federal and/or state government, policymaking, and budgetary processes, including key legislative committees, legislators, and staff; Executive Office and line agencies and key staff; major coalition partners, and influential industry players.

Familiarity with the current US and New Hampshire political and policy context.

  • Above-average proficiency with the Microsoft Office Suite of products (including Excel), virtual meeting software, Legiscan or other legislative tracking programs, and competence with various social media platforms (such as Twitter, Facebook, etc.)
  • Ability to work independently when necessary and adjust strategy to frequently changing demands.
