Position Summary

The Annie E. Casey Foundation seeks a director of Policy Reform and Advocacy to lead our work on state and national policy issues, including economic opportunity, workforce development, health care, the social safety net, taxes, budget and immigration. This individual will oversee and manage the development of data-driven policy advocacy strategies, products, bipartisan partnerships and messages that enable the Foundation to advance policy positions that reflect its mission, principles and values. The director will supervise the Foundation’s state and federal policy teams. The National Policy Reform and Advocacy team manages a network of coordinated partners that inform and influence federal policy, including multi-issue think tanks, specialized policy-analysis organizations, communications firms, consultants and grass-tops and grassroots advocacy groups. The KIDS COUNT team manages the nationwide KIDS COUNT network, State Priorities Partnership and related supporting partners, as well as the KIDS COUNT Data Center, and leads the development of the annual KIDS COUNT Data Book, in addition to policy reports and data snapshots. 

The director of Policy Reform and Advocacy serves on the Foundation’s Committee of Managers and reports to the vice president for External Affairs. 


  • Develop and implement a policy research, analysis and advocacy agenda at the federal, state and local level to advance the Foundation’s mission
  • Ensure the policy agenda reflects and advances the Foundation’s commitment to improving the well-being, conditions and outcomes of the nation’s children and families, as well as the Foundation’s commitment to reducing racial and ethnic disparities
  • Use databases that are nationally recognized, as well as the KIDS COUNT Data Center, in this process
  • Develop strategies and plans to advance the Foundation’s policy agenda and values, as well as its position as a leader in promoting data as a strategic tool for informing public policy
  • Advance the Foundation’s national and state KIDS COUNT advocacy efforts
  • Lead the development of an array of KIDS COUNT products that are suitable for promoting the Foundation’s policy advocacy agenda and informing public opinion and policy at the federal and state level
  • Develop strategies to promote the Foundation as a clearinghouse of child- and family-focused data and information and its role in the ongoing development of initiatives and investments
  • Work closely with the Foundation’s director of Strategic Communications to identify key audiences for dissemination of data products and advocacy strategies and to develop a plan to track the impact of the Foundation’s data-driven messages and products
  • Lead and manage a team that develops, supports and sustains an infrastructure of policy research, policy analysis and policy advocacy organizations at the federal and state level
  • Through the Policy Reform and Advocacy team, develop and advance policy solutions to scale and remove barriers to advancing programmatic efforts in the Foundation
  • Coordinate the agenda and work of the Policy Reform and Advocacy team with those of other directors within the External Affairs team and across the Foundation
  • Collaborate with counterparts in other foundations and funders to leverage and increase the Foundation’s investments, influence and results

  • Master’s degree in public policy, social science or related fields preferred
  • Ten or more years of demonstrated experience in high-level and effective policy advocacy at the federal and state levels using grassroots and grass-tops advocacy
  • Demonstrated experience analyzing policy and advocacy issues affecting low-income children and families
  • A record of outstanding leadership and management in complex organizations and rapidly evolving environments
  • Knowledge of and expertise in policymaking processes at the federal and state level and mastery of strategies and tools to shape, inform and influence policy processes and decisions

  • Substantial statistical skills and a demonstrated understanding of how statistical data are used in policy advocacy
  • Ability to conceptualize and implement new policy-influencing strategies and tools in a shifting policy environment
  • A commitment to racial and ethnic equity and to reducing racial and ethnic disparities
  • A results-based leadership orientation and a commitment to achieving results, focused on advancing federal and state policies and investments that improve the conditions and well-being of low-income families and their children
  • Outstanding written and oral communication skills and the ability to understand and translate information for all audiences
  • Focused leadership that encompasses a strategic vision and attention to organizational detail
  • Excellent supervisory skills, outstanding judgment, initiative and motivation
  • Ability to work with people with diverse perspectives and backgrounds to facilitate effective group work
  • Demonstrated ability to lead via influence and to build strong and effective collaborative relationships within and among organizations


This is an exempt position, meaning pay is on a salaried rather than hourly or daily basis. Starting salary is commensurate with experience. A strong benefits package will be provided.
